­­Overview:  

The Subcontract Audit Services (SAS) Manager reports to the Chief Audit Executive (CAE) and is responsible for leading a team of subcontract auditors to execute a strategic subcontract audit function that proactively supports the mission of the Oak Ridge National Laboratory.  The subcontract audit activity includes risk-based subcontract audits that provides Contracts Division and line organizations with the Business Services Directorate the necessary accounting and financial services needed in the negotiation, administration, and settlement of subcontract costs. 

 

Major Duties/Responsibilities:

  • Development of an annual subcontract audit plan.
  • Assign and manage resources for subcontract audit projects.
  • Ensure subcontract audit objectives focus on the highest organizational risks.
  • Ensure subcontract audits are performed with proficiency and due professional care. Use broad business knowledge to guide the performance of subcontract audit steps and produce well-founded results and recommendations.
  • Help formulate data analytics to identify anomalies, inefficiencies, and/or fraud in subcontract activities.
  • Review subcontract audit workpapers and reports to ensure documentation meets quality expectations.
  • Interact as needed, with all levels of ORNL staff and management, DOE, and external auditors.
  • Proactively identify and anticipate changes that impact the organization’s control environment and advise management as appropriate.
  • Drive the completion of scheduled subcontract audits by the end of each fiscal year.
  • Evaluate corrective actions proposed in response to subcontract audit results and ensure actions taken by management resolve identified issues.
  • Assist with preparation of documentation of subcontract audit plan status, results and challenges for UT-Battelle management, the Board of Governors, and DOE.
  • Maintain up-to-date policies and procedures of the subcontract audit function and implement improvements and best practices as applicable.
  • Maintain an engaged and proficient team of subcontract auditors and provide opportunities for training and professional development.
  • Participate in local professional organization meetings and activities.
  • Occasional travel.

 Basic Requirements:

  • BS or MS degree in Business Administration, Accounting, Computer Science, or related field from an accredited institution (or equivalent combination of education and relevant work experience). 
  • A minimum of 10 years of audit-related experience, including experience leading and managing audit engagements.
  • Professional certification as a CPA and/or CIA is required.
  • Must be proficient of the principles, practices, and techniques of auditing and requirements set forth in the IIA Standards and maintain a strong commitment and adherence to the IIA Code of Ethics. 
  • Demonstrated leadership, planning and organizing skills, ability to coordinate multiple projects simultaneously with changing priorities, and problem analysis and resolution skills.
  • Demonstrated ability to gather, analyze, and evaluate facts, and to prepare and present concise oral and written reports.
  • Proficiency working with Microsoft Excel, Word, PowerPoint, and Outlook; TeamMate; and ACL. 

 

Preferred Qualifications:

  • Experience conducting subcontract audits.
  • Knowledge of government contracting regulations (FAR, DEAR, Cost Accounting Standards, etc.).
  • Experience with SAP and/or Ariba (ORNL’s integrated accounting system.
  • Competent in employing data analytic techniques to increase audit effectiveness.
  • Utilize sound judgement, even when working with vague or unfamiliar matters.
  • Ability to summarize thoughts at a high level as well as evaluate detailed analyses.
  • Ability to effectively handle sensitive and confidential matters and conflict resolution.
  • Ability to respectfully work within a diverse population of individuals.

Q or L Clearance:

This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
